World Sindhi Congress central committee meeting was held in 'Sindh house' Woking, UK on December 15, 1996. WSC Central committee expressed its concern and dissatisfaction over the lack of progress in the human rights situation and the current political developments in Pakistan; including continued detention of numerous political prisoners and continuation of `Emergency rule in Sindh'.

The meeting reiterated the demand for the ratification and implementation of international covenant of civil and political rights and international covenant of social, economic and cultural rights; lifting of the emergency rule, restoration of the basic constitutional rights of Sindhis and unconditional and immediate release of political prisoners.

The committee further observed that, no progress has been made by authorities in Pakistan, in improving the political and human rights situation, for World Sindhi Congress to review the decision of boycotting the forth coming election. However, in the interest of promoting the democracy and defending the basic constitutional rights of Sindhis it was decided that, individual credible candidates contesting the election independently on the nationalist program and policies may be considered after detailed review for necessary support.

However, final decision will be made after reviewing the changing political situation, election schedule, list of candidates contesting the election and public response. In this regard World Sindhi Congress invites and welcomes the urgent comments from Sindhi intellectuals, students, political activists, press and general public.

Meeting also invited Sindhis from all over the world to join World Sindhi Congress for the cause of Sindh and Sindhis and to help in defending the historic national rights of Sindhis including inherent and inalienable right of self determination as per international bill of rights and various international covenants.
